Is Coptic Church Catholic? Is it ok for a Catholic to attend their Mass, liturgy and receive their communion?

The word “Coptic” means “Egyptian”, and among the Coptics, there are both the Coptic Orthodox Church as well as the Coptic Catholic Church. You may want to read one of my previous answers: /qa/what-are-the-various-catholic-churches

Obviously, for the Coptic Catholic Church, they are in full communion with the Roman Catholic Church and along with 20+ other Eastern Rites, are all under the Pope.

With the Coptic Orthodox Church, technically, Catholics could attend their liturgy and especially when a Catholic Church is not accessible, may participate in their Communion and other sacraments. However, the practical difficulty is, you will more likely find yourself refused Communion by the Orthodox clergy.
