Is it true that priests must pray or do penance for all those who come to him for Confession?

Fr. Francis :
Although failure to do so does not invalidate the sacrament, a priest hearing confession is strongly exhorted to perform penances for those who has come to him for confession.
He is instructed to pray for those who are coming to confession, properly dispose himself in celebrating the sacrament, and afterwards to make penance for those who have come.
